The play centres on Governor Adonis Mwitu, an ambitious but incompetent leader who values popularity more than service. Instead of improving healthcare, education, agriculture and infrastructure, he introduces absurd policies. These include a countywide deworming programme, identification documents for cattle, suspension of meat inspection and an untarmacked road supposedly intended to produce international mud skaters.

Mwitu dismisses honest advisers Ogola and Mwanga after they criticise his policies. He surrounds himself with loyal supporters such as Ananias Kimbu, who claims to possess academic qualifications he does not have. A visit to a primary school becomes disastrous when learners question the governor about the suspended feeding programme and a neglected classroom collapses behind him.

As conditions deteriorate, Lipuka joins Ogola and Mwanga in organising civic education. They use pamphlets, recordings, public meetings and media interviews to inform residents about their rights. Radio presenter Mwaria challenges the governor during a live interview, while medical professionals expose diseases connected to uninspected meat.

Mwitu’s allies eventually abandon him. DCI officers arrest him and his associates for corruption, abuse of office and endangering public health. Citizens support a constitutional petition, and Judge Nyatichi holds the offenders accountable. The ending demonstrates the power of justice, responsible institutions and informed citizenship.

Governor Adonis Mwitu: He is narcissistic, authoritarian, manipulative and incompetent. He represents leaders who misuse public trust for personal gain.
